Wrobel has worked at the intersection of telecommunications, technology, business continuity, public safety, regulation and risk. His career has included pioneering work in disaster recovery, telecommunications networks, regulatory affairs, expert witness services and emergency communications.
Wrobel began his telecommunications career in the United States Air Force, serving from 1975 through 1979 in Telecommunications Systems Control. He later worked in telecommunications and network engineering, including work with AT&T and as Director of Network Planning and Engineering for Lomas & Nettleton.
In 1986, Wrobel founded the first of what would become the Leo A. Wrobel Companies. That same year, he designed and built what he believes was the first computer disaster recovery center located inside a telephone central office. His early work also included pioneering the carriage of telephone traffic over cable television facilities in Texas.
Over the following decades, Wrobel designed disaster recovery systems and plans for organizations in financial services, airlines, manufacturing, telecommunications and government. In 1997, he founded a Competitive Local Exchange Carrier that became the first such telecommunications company certified to operate in all 50 states.
In 2004, he founded TelLAWCom Labs Inc. to provide technical consulting and expert support in complex telecommunications disputes, facility damage claims and related litigation. His role is frequently to translate highly technical issues into understandable language for executives, attorneys, mediators, regulators, judges and juries.
Wrobel served eight years on the Ovilla, Texas City Council and subsequently served as Mayor. His municipal experience included planning, telecommunications and utility matters, modernization of city operations, police, fire, public works, water and other essential services.
Today, that combination of technical and public service experience informs his work involving emergency communications and 911. He is founder, CEO and inventor behind FailSafe Communications Inc., whose T911™ work focuses on a fundamental weakness in emergency calling: a person may attempt to call 911, yet the call can fail before ever reaching the 911 center.
Wrobel is the author of 12 books and more than 1,600 trade articles. His 13th book is under contract for publication in January 2027. He has lectured throughout the United States and Canada and internationally in Santiago, Tel Aviv and Beijing, including the Chinese Academy of Sciences.
He holds a degree in Business and Public Policy from the University of Texas at Dallas and degrees in Telecommunications Systems Technology and Electronic Systems Technology from Los Angeles City College. He is a Vietnam Era United States Air Force veteran.
Leo served eight years on the City of Ovilla, Texas City Council and later as Mayor. That experience put technology, infrastructure and public safety into a different perspective: not simply whether a system works, but what happens to a community when it does not.
His municipal work included long range planning, telecommunications and utility matters, modernization of city operations, police, fire, public works and municipal water.
